It’s in a book I am reading called,The still small voice”
The author says there are two types of conscience.One is based on fear and terror and is the Freudian super ego.We react with fear or panic and are likely to harm others or ourselves
The other  type develops as we begin to realise as small children and onwards we  can harm others and this distresses us and make us which to make reparation.So it’s a kind  of ” good conscience” We are not terrified by our conflicts so we can bear them and learn from them and apologise or try to do good to others.But it we had  a bad childhood we may never reach this stage.
Certainly fits my perceptions.
